I’ve often had that problem with my hair being cut shorter than I asked for, too! I used to think hair stylists just were too generous in how much they cut off, but I’ve read that wavy hair shrinks 1-2 inches, and tightly curly hair can shrink 3+ inches as it dries. So that finally helped me to understand why it was happening to me! If I ask to have 3 inches off, they probably really were just cutting 3 inches off but they were cutting it wet, so then when it dried it was more like 4-5 inches. From what I’ve read, hair stylists aren’t usually taught much at all that is specific to curly hair which is unfortunate because wavy, curly and coily hair types (wen combined) are the majority of people so it’s a bit odd that we sort of seem to see straight hair as the norm or the default.
